When: Before arrival, on the official All Indonesia portal
Free. Since 1 September 2025 the declaration is filed through the All Indonesia portal instead of the old e-CD form. Customs states the requirement covers all passengers and crew bound for Indonesia. The customs page quoted here gives no submission window, so file it before you fly.
