When: Best obtained before you book the flight; valid up to five years or until the passport expires
Costs CAD $7 and is required only for air travel: arriving by car, bus, train or boat does not need one. US citizens and lawful permanent residents of the US are exempt. It is tied to the passport you applied with and the airline scans that passport at check-in, so a new passport means a new eTA.
Applies to passports that do not need a visa in advance. If you need a visa, this does not apply to you.
